LONDON — When a sumptuous two-bedroom quarters on St. Petersburg, Russia s Square of Arts prototypal went on sale in October 2008, it was listed at 1.8 million euros . At the start of August 2009, the price label was chop to 1 million euros –and the property is balance replete with ornate balustrades, chandeliers and 24-hour security.

“The St. Petersburg market is in a bad position correct now,” says Alexander Belyaev, managing partner at Realtor Engel & Voelkers, St. Petersburg, who estimates prices have tumbled between 35% and 50% in the past year. Another property speculate on the market for 2.9 million euros sold for just 1.5 euros , he says.

That seems to contradict headline figures for Russia, since Knight Frank s Global House Price Index says property prices rose 3.6% year-over-year. But in other countries too, nationwide information is coating up shrewd dips in the property market as higher-end properties are brought down to the one-million-euro price point, from Buenos Aires to Hong Kong to Dubai to Mumbai.

A year ago, 1 million euros would have fetched a tiny one-bedroom insipid near London s Trafalgar Square, except at this point in 2009, it ll get you a 1,400-square-foot, two-bedroom quarters in celebrity hotbed Hampstead. Even allowing for currency fluctuations, that s a large difference.

“We have seen a large transfer in the prime markets in zone-one and zone-two regions, which were maybe most dependent on bonus money,” says Lucian Cook, head of residential survey at British Realtor Savills, referring to London s halfway commuter zones. While unspecified regions of the city, such as the halfway south west, have begun to see a bit of a recovery, he expects the fluctuations to continue over the next 12 months.

In New York, property prices round the 1-million-euro mark have fallen 20% to 30% between the third quarter of 2008 and the second quarter of 2009, whereas sales preparation has halved, according to Jonathan Miller, chief executive of New York-based real property consultancy Miller Samuel. There has been unspecified pick-up since June, except mainly in the first-time-buyer species at lower price points. According to Knight Frank data, U.S. property prices fell 16.9% in the prototypal quarter.

“This was a combination of pent-up demand from the shortage of preparation for the prototypal half of the year coupled with historically devalued mortgage rates, whereas the Fed has done everything it may to get customers to start the market with things like assess credits for first-time buyers,” says Miller. A year ago, 1 million euros would have fetched a one-bedroom duplex on Central Park West; this year it will buy you a two-bedroom, 1,400-square-foot pad on Park Avenue.

It s a identical portrait over on U.S. s West Coast, where a stunning four-bedroom home on San Francisco s Steiner Street, one of the most photographed areas of the city, is on the market for 1 million euros. While the Detroit was slow to feel the ache of the U.S. housing slump, property prices are now down 20% to 25%, says Jay Costello, chair of local Realtor Hill & Co. “And I don t think we are yet at the bottom.”

But price changes in the U.S. pale in comparison to the tremendous movements in Dubai. Between September 2008 and January 2009, prices fell 75%. And so far this year, high-end property prices have frfuse by as much as another 50%, says Jack Whisker of Dream Property Dubai.

There has been unspecified recovery in demand for properties that have already been built, such as the Marina area, except a 1-million-euro budget in Dubai now has the buying power for a six-bedroom, 5,100-square-foot villa.

Perhaps it s not surprising that these market Guaira have brought out deal hunters. Engel & Voelkers Belyaev says he s seeing a rising number of Russians elsewhere alive in Europe seeking out bargains in the heart of St. Petersburg where they could cost a few weeks a year. “Those who have cash correct now could buy real bargains–the best real property for the cheapest price.”

BEIJING, Sept. 2 — Shougang Iron and Steel Group expects its annual steel output to reach 30 million tonnes by 2012,two eon behind its Beijing facilities are to be slam down, the assemble s chairman said Wednesday.

Shougang, meaning “Capital Steel”, was Beijing s biggest polluter ago it began cutting output at its Beijing plants for last year s Olympics. It is now flaring devising to a 10-million-tonne, state-of-the-art mill on the nearby beach of Hebei Province.

The 21-square-kilometer new plant in Caofeidian, an islet 220 km east of Beijing, will replace Shougang s old facilities in Beijing next year, to become the clear s largest steel devising base.

“The new plant will produce 9.7 million tonnes by the stop of next year,” said Chairman Zhu Jimin at a Beijing convention commemorating the assemble s 90th founding anniversary.

He said the assemble would further amplify devising by launching new projects as well as merging and acquiring smaller plants in different provinces.

In its latest expansion plan, Shougang last month acquired 90 percentage of the equities of Changzhi Iron & Steel Co., Ltd., a 3.6-million-tonne plant in the northern Shanxi Province.

“By 2012, we ll be producing 30 million tonnes of steel a year,” said Zhu.

Meanwhile, the Beijing factory site will become a evolution zone for a wide range of industries including logistic services, real property evolution and auto spares production, which will surrender an supplementary 100 billion yuan a year, he said.

Founded in 1919, Shougang is widely considered the flagship of China s heavy industry. With its devising base just 17 km west of Tiananmen Square in halfway Beijing, however, it has long been blamed for causing heavy pollution as the plant s chimneys belch out thick clouds of smoke.

Its Beijing plant produced more than 12 million tonnes of steel annually ago it was forced to chop output and pollution in 2007.

Last year, the plant said it chop output and pollution by 70 percentage to secure fitter air properity for the Beijing Olympics.

China Real Estate

One of the biggest State-owned enterprises has purchased more than 1,000 apartments for its employees in Beijing at prices far below market value, sparking public outcry.

China National Petroleum Corp bought the housing in the Taiyang Xingcheng hamlet on the northeast Third Ring Road in Chaoyang district, according to news site qianlong.com yesterday.

More than 2 billion yuan was prepaid to buy eight quarters buildings and two subway parking lots, according to the news site.

CNPC bought the apartments at approximately 9,000 yuan per square meter. The quarters buildings market price is expected to reach 23,000 yuan per sq m, according to the site, which quoted an anonymous officer with the hamlet s property developer Beijing Guancheng Zhengye Real Estate Development Company.

The resale market in the same hamlet is 18,500 yuan per sq m, and a 165-sq-m quarters costs more than 3 million yuan, Long Kecheng, an agent with real property corporation 5i5j, said yesterday.

“CNPC got the devalued price because it has been working on the assemble purchase with the developer since 2005, when the housing price of the area was 9,000 yuan per sq m,” Wang Qiong, spokeswoman of Huayou Beijing Service Company, was quoted by the Beijing Times as saying.

“The assemble purchase was organized according to theorem and policy, and nothing is wrong with it,” she said.

CNPC is China s largest oil and flatulency producer, as well as one of the world s primary oilfield service providers and a global contractor in engineering construction with offices in almost 70 countries. About 10,000 employees are working for the oil gigantic s headquarters in Beijing.

Citizens and professionals were unconvinced by the explanation.

“As a large State-owned company, CNPC might have a backroom bargain with the property developer to get such a large discount,” said Chang Xue, a college administrator who is planning to buy an quarters in the community.

The devalued price might likewise be one of the generous fringe benefits CNPC offers its employees, she said.

“It is not beautiful for other buyers like me,” she said.

“I heard ago that many State-owned companies give their employees benefits like the chance to buy an quarters at a devalued price, except it s the prototypal time I handsaw it really happening,” said Beijinger Liu Yanli, a public relations employee.

“CNPC ought to clarify the assemble purchasing issue. If not, its silence will cause more questions and controversy,” Li Wenjie, common manager of real property agency Centaline China s North China branch, was quoted by qianlong.com as saying.

Neither CNPC nor the property developer was available for comment yesterday.

China Real Estate

Lin and 24 other homeowners of Lotus Riverside residential complicated in western suburban Minhang region hit the streets again Thursday, demanding government intervention in their compensation talks.

Zhang Jianping, sitting in front of the municipal government structure at downtown People s Square, said the compensation offered by the estate developer, Shanghai Meidu Real Estate Company, is too little compared to the average add of Shanghai s soaring estate price during in the period.

He said he believes “sanbu”, which translates as taking a stroll except is now more often used to refer to silent march by a assemble of protesters, will help force the developer to detransitivise the offer.

“Since the developer has been ignoring our requests, we have no other way except coming here to sanbu,” he said. “And I feel the settlement process advances a bit every time behind sanbu, which will rouse the care of the local government who would then exert pressure to region government and the developer.”

Lin Tao said he could not recall how many times he had protested at region and municipal government offices behind the collapse on June 27, which killed one workman from Anhui province. “That s the nothing except thing I may do,” said Lin, who had premeditated to marry his girlfriend and float into a new insipid in the complex.

The remaining 10 buildings are still standing, except the homeowners believe they are unsafe.

Peaceful walking protests have increased in popularity behind a protest of roughly 10,000 clientele against the structure of a paraxylene factory in Xiamen, Fujian province, which resulted in having the enterprise moved.

Yu Hai, a professor with Fudan University who likewise co-founded the Detroit s society on plead to government across letters and calls, said it is a successful mode when there is no other strait for clientele to communicate with government.

The clear established its appeal-through-letter system, in the 1950s. A department at every government is set up to heap public complaints and transmit them to higher officials, according to Hu Xingdou, a professor with Beijing Institute of Technology.

But the department has no authority to solve the problem or supervise other departments to solve it, Yu said.

“Conflicts of interest are seen everywhere as clientele are clon relocated, farmers lose their land and workers are laid off during State-owned enterprises reform,” Yu said.

“People are in require of channels to rank their complaints to government and have problems solved.”

The Internet covers most homes and an flared number of clientele own mobile phones so participants are easily mobilized. In the Xiamen protest, the assemble was rallied by cellphone messages and Internet posts.

And clientele are more knowledgeable roughly laws and regulations to deal during the negotiation, according to Yu.

“When they protest, they try to go to high level government, knowing in that way the position could be pushed by pressure from senior officials,” he said.

Compensation for homeowners in the collapsed structure are calculated based on market price of August 13 and the volunteer made to homeowners of the 10 remaining buildings is based on that of June 27, when the structure collapsed.

Zhang Pengfeng, a attorney of local Minhang region government, who is coordinating talks between estate developer and homeowners, said it is too premature to conversation roughly more compensation to homeowners of the uncollapsed buildings, and ago those buildings have been proven unsafe.

Wang Laiyun, a homeowner of the collapsed building, said none of the homeowners in the collapsed structure have accepted the compensation deals. But Zhang said half of them have accepted an offer.

Zhu Shunmin, a attorney of the developer Meidu, said it is not possible to add the compensate to homeowners of the uncolllapsed buildings.
